Her Highness Sheikha Mozah bint Nasser Launches the National Health Strategy
Under the patronage of the Heir Apparent His Highness Sheikh Tamim Bin Hamad Al-Thani, President of the Supreme Council of Health, Her Highness Sheikha Mozah bint Nasser, Vice-President of the Supreme Council of Health, launched Qatar’s National Strategy for the development of the Health Care system over the years 2011 till 2016.This event was held on Monday the 4th of April 2011 at the Sheraton Hotel in Doha, and was attended by several Sheikhs, Ministers, and officials from the health care sector of Qatar. During the event, Her Highness gave a speech in which she confirmed that the importance of the launch of the National Health Strategy is that for the first time it will be possible to evaluate and verify the success of medical plans and programs through scientific indicators, which can be monitored and analyzed against the targets that the strategy has formulated.
The Supreme Council for Family Affairs launches the Family Cohesion National Strategy 2011 – 2016
The Supreme Council for Family Affairs, in Qatar, has adopted the National Strategy for Family Affairs 2011-2016, consisting of eight dimensions: social, educational, health, economic, technological, cultural, media, participation in the decision-making process, and family and vulnerability. Each dimension entails an overarching general goal giving rise to various strategic objectives, under which are target objectives for the different phases. These target objectives will be met within the implementation and execution phase of the strategy. The strategy itself has gone through several phases of baseline assessment and gap analysis. The Council has thus sought to develop operational plans in which it will resort to the assistance of various ministries to facilitate the achievement of the various objectives.
35 Projects in the National Health Strategy 2011-2016
On the 14th of December, the Qatar’s Supreme Council for Health adopted the National Health Strategy for the years 2011 - 2016. The strategy was developed based on the Qatar National Vision 2030 and the National Development Strategy 2011-2016. The National Strategy for Health is one of the National Development Strategy’s fourteen sector strategies, which cover the following areas: education and training sector, labor market, public safety and security, social protection, family cohesion and empowerment of women, economic management, economic diversification and private sector development, natural resources, economic infrastructure, culture, sports, environment, modernization and institutional development. All the sectoral strategies covering the aforementioned areas will be implemented over the course of the next six years.
Included in the National Development Strategy: Twenty Projects to be implemented in the Next Five Years by the Ministry of Environment
HE Dr. Rashid Al Kuwari, Assistant Undersecretary for Environmental Affairs at the Ministry of Environment, inaugurated a workshop titled “Extracting Results for the Draft of the National Water Law” that is included under the environmental sustainability chapter of the Qatar National Vision 2030, which was launched by the Heir Apparent His Highness Sheikh Tamim Bin Hamad Al-Thani on the 28th of March. The QNV 2030 determines the broad outline and ambitions for Qatar’s future, and revolves around four pillars which are social development to maintain a prosperous society; economic development to attain a competitive and diverse economy capable of providing a high living standard for citizens and catering to the needs of society; social development to maintain a caring and just society based on high moral standards; and environmental development to ensure compatibility between social and economic development and the protection of the environment.
Rashid al-Dosari Director General of Family Counseling Center: National Development Strategy promotes goals of Qatar National Vision
Mr. Rashid al-Dosari confirmed that the Family Counseling Center was working diligently and responsibly in support of the implementation of the National Development Strategy through its work on social development and community integration. This work includes the continued implementation of targeted initiatives, plans, and programs that will provide benefits for citizens, and strengthen family-building and enhance family cohesion, stability and security.
Supreme Council for Education Reviews the Development Goals of Education
Dr. Hamda Al-Sulaiti, Director of the Evaluation Institute at the Supreme Education Council, explained the main successes of the National Development Strategy in the education sector, while touching upon the challenges and future directions of the sector as a whole. She also discussed how Qatar was a signee of the United Nations Millennium Development goals, the attention Qatar’s wise leadership had given to quality teaching, the role of education in sustainable development alongside the cooperation of all agencies and sectors, and the positive effect education will have on the speed of achieving Qatar’s development goals. She added that the Qatar National Vision 2030 aims to establish a society based on justice, charity, and equality. In the field of education and training Dr. Al-Sulaiti added that QNV 2030 aims to build an education system that can keep up with modern scientific standards, and can stand alongside the best education systems in the world; thus this system will open up opportunities for citizens to improve their capabilities and provide them with the best possible training.
Ministry of Environment to implement all projects in 5 years
The Ministry of Environment (MoE) is in the process of implementing all the four projects that fall under the environmental theme in Qatar National Development Strategy in the next five years, Dr Rashid al Kuwari, associate vice-minister for environmental affairs, said.
He was speaking on the sidelines of the exhibition of the eighth annual School Environment Season on the ministry’s premises in Dafna on Wednesday where a number of independent schools displayed projects to raise awareness about a sustainable environment.
Al Kuwari said: “Because the environment is one of the four pillars of the Qatar National Development Strategy, we are in the process of implementing all the four projects that come under the subject.
Towards National Development: An Integrated Program for Health and Sports
Among the outstanding programs implemented by the Doha Youth Center during the summer, the Center is organizing a 3-months program aimed at improving the overall health of citizens and eradicating obesity by combining sports and balanced nutrition as a means to combat obesity, particularly among the youth.
The program falls in line with Qatar’s National Development Strategy 2011-2016, which considers nurturing a healthy population and improving the health of citizens among its key priorities, whereby the Government of Qatar is working on the development of an integrated system of healthcare, managed in accordance with international best practices and standards, and whose ultimate goal is to establish a productive society vibrant with life.
Full commitment to Qatarization Policy, Training and Qualifying Qatari Cadres

The Supreme Council for Health organizes a workshop to develop a Communication Strategy for Qatar’s National Health Strategy 2011-2016
On the 6th of January, the Supreme Council for Health organized a workshop aimed at developing a communication strategy for Qatar’s National Health Strategy 2011-2016, which is the first of its kind in the country. The workshop, held at the Headquarters of the Supreme Council for Health, was attended by a number of senior officials from the Council along with leading figures from the academic, media and public relations sectors, as well as more than twenty stakeholders from the public and private sectors and civil society.
The Ministry of Social Affairs organizes an Awareness workshop about the Qatar National Vision 2030 and the National Development Strategy
The Ministry of Social Affairs conducted a workshop for its employees, from January 16th to the 20th, to raise awareness about the Qatar National vision 2030 and the Social Protection Sector Strategy. During the workshop, the Social Protection Sector Strategy was presented with a special focus on social responsibility, which is based on the commitment and persistent initiatives of civil society organizations and charities to contribute to the process of economic development, work on improving living standards, and strengthen the means of protection for local communities and society at large.
Ministry of Interior Launches its 2011-2016 Strategy
Brigadier Abdullah Salem Al-Ali, Director General of Passports and Expatriates Affairs, and member of the Committee overseeing the preparation and implementation of the Ministry of Interior’s strategy, said that the need for comprehensive development means that Qatar will have to bring in large numbers of expatriate workers. Accordingly, he added, proper procedures must be followed when allowing in expats, to ensure the necessary balance in the composition of the population.
Considering the importance the Ministry of Interior attaches to the humanitarian role it plays in fostering communication between members of society, and the need to apply international standards to ensure human rights, the ministerial strategy includes the goal of establishing and entrenching the principles of human rights. The strategy also aims to strengthen the relationship between the Ministry of Interior and society at large through courteous interaction, increased service performance, and by efficiently expediting bureaucratic transactions. The strategy also takes into consideration the human dimension by realizing the need for improved recruitment standards for the Ministry, and the fostering of first and second class leaders to improve the quality of work, and raise performance standards and cultural and scientific awareness amongst employees to enable them to cope with the demands of rapid development.
Restructuring at the Ministry of Economy and Finance to Align with the Requirements of the National Development Strategy 2011-2016 and the Qatar National Vision 2030
The Government initiated a new plan to restructure all departments at the Ministry of Economy and Finance and to establish new ones, in compliance with the decision of His Highness the Emir, to restructure the Ministry in line with the new direction of the State and the Qatar National Vision 2030.
The plan includes the establishment of a number of departments, including the Department of Economic Policies, and the development and implementation of work procedures based on international best practices, including in the Departments of: Public Budgeting, Public Revenue and Tax, Public Accounts, Public Audit, Administrative and Financial Affairs, Research and Organization, and Systems and Information. Informed sources confirmed that these new developments come as a result of the requirements of the National Development Strategy 2011-2016, led by His Highness the Emir, which focus on improving the operational efficiency and delivery of services in all Government agencies and public sector entities, including the Ministry of Economy and Finance. The sources also added that the new Department of Economic Policies, which will be part of the Ministry’s organizational structure, will be responsible for the formulation and development of the State’s macroeconomic policies, assessing and monitoring the work of the economic departments in the ministries, following up on Government performance and implementation of development plans, as well as proposing policies to be applied as part of Qatar’s national strategy and within the context of a complete system involving all departments and government agencies.
Implementation Plan for the Cultural Pillar of the National Development Strategy 2011-2016
Dr. Hamad bin Abdulaziz Al Kuwari announced that the Ministry has developed the implementation plan and the budget for the cultural pillar of the National Development Strategy 2011-2016, which was launched on March 28, 2011, in the presence of His Highness the Emir Sheikh Hamad bin Khalifa Al Thani, and under the patronage of His Highness the Heir Apparent, Sheikh Tamim bin Hamad bin Khalifa Al Thani.
Qatar to lay stress on environment protection
In order to make the environmental movement more visible and influential in Qatar, the government plans to appoint a respected national figure to serve as a champion for the cause.
Residents are to be enlisted in supporting and sustaining improved environmental management, according to Qatar National Development Strategy (NDS) 2011-2016.
The campaign to protect Qatar’s environmental endowment can draw on foundational values embedded in the country’s religious and cultural heritage, it is pointed out.
The notion of protecting the environment for the benefit of future generations has broad appeal. Demonstration projects can also have an impact.
A far-reaching schools and environment programme can build on the United Nations Children’s Fund Ecoschools proposal, with links to local initiatives underway at the Qatar Green Centre and the Friends of Environment Centre.
Specific industries, such as office management and communications, will be encouraged to demonstrate the benefits of green design and practice.
New construction projects - such as the New Doha International Airport - could also showcase design features for green buildings.
A Strategy on Nutrition and Physical Activities Part of The National Health Policy
Dr. Sheikh Mohammed bin Hamad bin Jassim Al Thani, Director of the Department of Public Health at the Supreme Council of Health, asserted in a workshop held on Sunday June 19th that the national strategy on nutrition and physical activities, which is currently being prepared by the Council, is an integral part of the National Health Policy and is in line with the National Health Strategy, which was launched in the month of April.
The workshop included a lecture delivered by Dr. Juliet Ibrahim Al Ibrahim, Director of the Planning and Evaluation Board at the Supreme Council of Health, who introduced the details covered by the National Health Policy with regards to nutrition and physical activity. The workshop similarly featured an introductory lecture about the objectives of the workshop, delivered by Sheikha Dr. Al Anood Bint Mohammed Al Thani, Director of Health Promotion and Non-communicable Diseases.
Building Qualified National Capacities in Various Fields of Science
HE Saad Bin Ibrahim Al Mahmoud, Minister of Education and Higher Education and the Secretary General of the Supreme Education Council said that State of Qatar has made wide strides towards achieving its development objectives, especially the spread of primary education. Moreover, Qatar made significant progress in promoting equality between the two genders.
He pointed out that the National Development Strategy 2011-2016, which is developed to achieve Qatar National Vision 2030, will accelerate the pace of achieving all the development goals.
This came in a speech HE the Minister delivered during the voluntary presentation of the State of Qatar as part of the Annual Ministerial Review of the UN Economic and Social Council, whose meeting started on Monday 4 July 2011 in Geneva. HE the Education and Higher Education Minister participated in the Annual Ministerial Review on top of a high-level education delegation.
Ministry of Environment Discusses its Strategy
The Ministry of Environment discusses today, 24 July 2011, its general strategy in the areas of awareness, environment preservation and environment monitoring for projects to achieve sustainable development.
This coincides with the principles launched recently by the ministry under the title: «the vision, mission and values of the Ministry of the Environment». The launch aims to achieve the ministry’s goals and future aspirations for a sustainable environment in line with Qatar Vision 2030, whose message is: “We preserve our environment and conserve and develop our resources to reach a sustainable environment”.
The Ministry vision is aligned with QNV 2030, which rests on four pillars: human development, social development, economic development, and environmental development.
Ministry of Environment Approves 7 Strategic Targets to Achieve Departments Commitments
Dr Rashid Ahmed Al Kuwari, Assistant Undersecretary for Environmental Affairs, said that seven strategic targets have been approved with a view to lead to the achievement of the desired commitments from each department in the ministry. He pointed out to the importance of communicating strategic projects that are implemented to achieve all the goals of the strategy; including the activities, outputs, timetable, implementation budget and the human resources needed by the ministry to achieve its strategy for the period from 2012 to 2016.
He stressed that these targets are linked to QNV 2030 that achieves balance between meeting the present needs and the requirements of maintaining and protecting the environment. The National Development Strategy forms an essential basis for the formulation of the strategy of the Ministry of Environment through the adopted approach and the outcome-based manual where programs, plans and projects constitute the foundation stone along with the main and intermediate outcomes of the strategy.
Qatar plans advancement through sports
On Monday, 8 August 2011, the Qatar Olympic Committee (QOC) held the launch ceremony of its Sport Sector Strategy (SSC) 2011-2016 at the Grand Hyatt hotel in synchronisation with Qatar’s 2030 vision. Top officials from QOC alongside local media representatives attended the launch ceremony. The strategy defined the following three main ambitious outcomes: Increasing the participation of local community in sport, Enhancing and integrating planning for the general and specialised sports facilities, Increasing and enhancing the process of building, managing and improving the performance of sports talents.
Future Plans to Water Leakages in Irrigation Field
Qatar’s National Development Strategy 2011-2016 stated that the rising groundwater is an acute challenge for Doha, where about a third of Qatar’s desalinated water, or 110 million cubic metres, leaks into the city’s water table each year. The strategy concluded that the inflows to the Doha water table come from two sources: leakages from Kahramaa’s clean water distribution network and leakage from sewage collection network. As a result of rising groundwater, some septic tanks are overflowing, posing serious health hazards— and costs for building projects are rising because construction teams must pump out large quantities of water and waterproof the foundations of new structures.
125 Billion USD for NDS Spending on 167 Projects
Oxford Business Group, a highly acclaimed global publishing, research and economic consultancy firm, has recently published its annual report on Qatar (The Report – Qatar 2011), which is one of its annual publications that shed light on countries with accelerated development. The report, which is released in English, covered all aspects of comprehensive development in the State of Qatar, in addition to the boom achieved by Qatar’s economy, investment opportunities, and the plans of the state to diversify its economy by not counting on oil and gas and through encouraging private sector’s investments. The State of Qatar became a prime destination for international companies to participate in building ambitious development projects and programs adopted by the National Development Strategy (NDS) 2011 – 2016, where the expenditure reaches up to $ 125 billion on about 176 projects over the coming years.
