Based on the Council of Ministers initial approval No. (7), it is decided to conduct the Qatar 2015 Mini-Census of Population, Housing and Establishment, according to the recommendations of the United Nations. This is the 5th census in the series of population censuses in the State of Qatar which has been conducted by the Planning and Statistics Authority (formally MDPS) in cooperation with the Ministry of Municipality and Urban Planning. The 1st census conducted in 1986, the 2nd in 1997, the 3rd in 2004, and the 4th in 2010. This census is a very large and very important statistical work in that it covers all elements of society. It provides data and information on recent indicators of interest to planners, researchers, decision-makers and policy-makers, while meeting their needs of information to establish various development programs to serve the Nation, citizens, and all members of the community. The successful implementation of the census requires thorough planning for all stages. In order to achieve this goal and in view of PSA keenness to keep up with with the latest up-to-date technological developments, the palmtop computers or the Personal Digital Assistants (PDA›S) will be used in the field data collection phase. Then, administrative data from other Ministries will be collected and matched to Census data.

Time Plan

The executive plan for the Census 2015 has been formulated by setting up the various work phases the project will go through, starting from pre-field motivational works, such as designing questionnaires and preparation of electronic systems for data collection and preservation, through field work, the mechanism of project supervision and the distribution of data collectors according to their assigned areas, and the follow-up of work progress in accordance with the specified data collection and purification time plan so as to ensure quality, accuracy and comprehensiveness.

Finally comes the phase of reporting and result extraction in multiple forms and shapes. All of which have been included in a schedule that connects all phases and dates to ensure completion of the project within the time limit, and to achieve the desired objectives of this vital and important project.

Scope of Census

The census will cover all individuals in Qatar on Census Day, April 20,2010 whether in households, Sites, institutions, hotels, ports or border crossings. Data will also be collected on buildings, households, and establishments. Qatari and non-Qatari will be included.
