Department of Financial and Administrative Affairs

​​​​​​​​The Department of Financial and Administrative Affairs shall have the following functions:
  • Implement laws, regulations, and financial and administrative systems related to the work of the Authority.
  • Identify the Authority's staffing needs in coordination with the various administrative units.
  • Implement employees performance assessment procedures, make arrangements for the recruitment, transfer, delegation and secondment of staff and study staff eligibility for leave according to the law.
  • Determine the training needs of the Authority's staff in coordination with the various administrative units, and implement and evaluate the extent of the benefits derived from such training.
  • Develop and update the databases of the Authority's staff affairs.
  • Prepare studies for the staffing structure of the Authority and provide the necessary proposals for the development of the management system therein.
  • Prepare a draft description, classification and order of jobs, and follow up its implementation and development.
  • Prepare a draft annual budget and final accounts of the Authority in coordination with the concerned administrative units.
  • Provide the Authority and the various administrative units with supplies and equipment required for the performance of their functions, in coordination with the concerned administrative units.
  • Carry out procedure relative to procurement, tenders and bids according to the rules and regulations in force in the State.
  • Prepare vouchers and all other financial transactions.
  • Oversee the implementation of appropriations and audit the income and expense accounts.
  • Receive, classify and record incoming and outgoing mail.
  • Organize the Authority's archive and book-keeping according to the state-of-the-art methods.
  • Take necessary actions for the allocation of governmental housing and furniture allowances to the staff of the Authority, in coordination with the competent authorities.
  • Carry out all administrative services and oversee the Authority’s stores.
