Special Needs

The State of Qatar pays special attention to the category of "People with disabilities", and this is reflected in the services provided to them by specialized centers, and medical care in Rumailah Hospital. Most people think they know what the word "a person with a disability" means. They think that they can recognize such a person, either because his/her disability is clear or apparent, or because they know that he/she has a health problem or condition that causes him/her to be disabled. However, defining the concept of disability is difficult, and not as easy as we think. The traditional view of the concept of disability means that the person described by this word is a person with a lesser ability to perform a number of activities. The truth is that the concept of disability is often used to refer to a deficiency or a deviation from the natural standard, or a defect in a person that requires society to deal with it. Despite the short period since the start of care of people with disabilities, the State of Qatar has achieved tangible success, particularly in the last decade. For example, the Persons with Special Needs Law No. 2 of 2004 was issued, and people with disabilities receive support from the Supreme Council for Family Affairs. Data about this group of population is provided in cooperation with the Supreme Council for Family Affairs and other relevant agencies. The most important source of data in this regard is the 1986, 1997, 2004 and 2010 population censuses, the 2007 Comprehensive Survey of People with Disabilities. Other sources of data are the centers and institutions that provide services to the disabled.
