Position Grade: Expert/Associate Expert
Objectives:
Participate in the departments
work across areas of sector and thematic interest and covering, diagnostics and
analysis, planning, monitoring, reporting and evaluation, and provision of
advisory and technical assistance to line ministries and agencies.
Reports to:
• Director, Department of Economic
and Environment Development
Supervises:
• Associate Experts and
Researchers
Qualifications:
• Minimum of Masters
postgraduate degree in a relevant discipline from an internationally recognized
and accredited university, with strong preference for PhD level
qualifications.
Experience:
• Minimum of 5 years working
experience in a relevant role; 3 years minimum for an Associate
Expert
• Exposure to development planning and strategy work, with
specialization in one or more areas relevant to MDP&S needs
• Exposure
to planning and management frameworks at project, sector and national level
Responsibilities:
• Contribute to strategy
work
• Project management
• Preparation of analytical and policy research
knowledge materials
• Contribute to monitoring and reporting on major
national programs
• Advisory support for Director
• Liaison with and
technical support for relevant line ministries and entities
• Knowledge
sharing with researchers
• Contribute to departmental administration
Competencies:
• Arabic language fluency both
reading and writing is strongly preferred
• Ability to plan and organize

Position Grade: Senior Expert
Objectives:
Lead Department work
across areas of sector and thematic interest and covering, diagnostics and
analysis, planning, monitoring, reporting and evaluation, provision of advisory
and technical assistance to line ministries and agencies and support for the
functions of the Minister’s Office.
Reports to:
• Director, Department of Economic and
Environment Development
Supervises:
• Experts, Associate Experts and
Researchers
Qualifications:
• Minimum of Masters postgraduate
degree in a relevant discipline from an internationally recognized and
accredited university, with a strong preference for PhD level
qualifications.
Experience:
- Minimum of 10 years working experience in a relevant role and demonstration
of increasing levels of responsibility and supervisory responsibilities
- Experience of development planning and strategy, with expertise in one or
more areas relevant to MDP&S needs (above)
- Leading preparation of high quality reports
- Program and project management leadership
- Design and implementation of planning systems at national or sector level
- Program and project monitoring, reporting and evaluation
Responsibilities:
- Lead strategy and policy work
- Lead monitoring and reporting on major national programs
- Lead management of teams
- Lead coordination with external partners
- Lead contributions to Ministry knowledge activities and publications
- Sourcing, oversight and operational management of consultancy resources
- Advisory support for Minister’s Office
- Support for Minister’s Office communications
