Dr. Saleh received Bachelor's Degree in Economics from Qatar University. He then received his Master's degree in the same specialization from the University of St. Louis, USA , and his PhD in Development Economics from the University of Bradford, UK.

2008 - 2011
He assumed several positions in the General Secretariat for Development Planning (GSDP), starting as Senior Expert, Director of the Economic Planning Department, Director of Government Affairs Department, Director of Institutional Development Department and then Director of the Office of Management of the First National Development Strategy (2011-2016).

2001 - 2008
Director of the Economic Planning Department (seconded), the General Secretariat for the Planning Council, in addition to his work at Qatar University.

1993 - 2008
In 1993, he joined the Economics Department, Qatar University, where he taught many economic courses in both Arabic and English. He also taught some economic courses at the University of St. Louis, USA and the University of Bradford, UK between 1996 and 2001. Prior to that, he assumed several short-term positions, the latest of which was Economic Researcher at Qatar Central Bank.
